[DL] new version of W3C Shapes Constraint Language (SHACL) specification

The W3C Data Shapes working group has produced a new version of the SHACL
specification at

https://www.w3.org/TR/2016/WD-shacl-20160128/

SHACL is a constraint language on RDF graphs, but can also be used for other
purposes and has some overlap with RDFS and OWL.

Comments are welcome on the mailing list mentioned in the specification.
